New Central Library -- Not an Either/Or Choice

In an editorial this morning, the San Diego Union Tribune called for the City Rules Committee to move the new Central Library project toward the construction bid phase with a positive vote. The editorial noted that the project should move forward even in difficult budget times because the funds designated for this project cannot be used at other branches or for other purposes.
"The library project, which faces another vote at the City Council Rules Committee today, was initially projected to cost $185 million," the editorial notes. "But none of that money — not a penny — could be used to instead eliminate or pay down the upcoming budget deficit.
"So it is not an either/or choice — either rebuild financial stability or build a new central library — facing city leaders. If it were, the decision would easily fall in favor of financial stability."
With Rules Committee approval today, the proposal to put the project out to bid for a guaranteed price could go before the full Council the end of October.
"The reality is the city has no choice but to make painful decisions to eliminate the $179 million deficit and to take the other steps needed to restore fiscal health," said the Union Tribune editorial board. "It has the opportunity to also build a new central library worthy of a great American city.
"It really can do both."
